Is Hong Kong government's Pay Level Survey in comparison between private and public questionable and hoaxed?

According to Liz Heron's reports, posted in the Hong Kong South China Moring Post on May 6, 2007, Pay studies raise more questions. The information showed that the 2002 survey made by Watson Wyatt Hong Kong and its affiliated companies become more reliable. It generalised that Hong Kong civil servants are overpaid by 40% compared to the private sector based on cash plus benefits, excluding housing and education allowance. If it count on the whole remuneration package, including benefits in kind, mid-point civil service pay was a staggering 225 % ahead of upper and midquartile pay for the private sector. Many sane Hong Kong citizens even suspected that Hong Kong government is delberately using a tactical consultaqncy to make a crafty survey to make the misrepresentaton of the fact of Hong Kong civil servants are much overpaid than the private sector for the same responsibilities.
